The short answer
Our most active congress stock traders list ranks 286 members by total disclosed stock buys and sells we can match to equity tickers across their full public filing history.
Current leaders:
| Politician | Chamber | Disclosed trades |
|---|---|---|
| Josh Gottheimer | House (D) | 3,465 |
| Gilbert Cisneros | House (D) | 2,546 |
| Lisa McClain | House (R) | 1,398 |

| Donald J Trump | Congress (I) | 1,087 |
Activity is bipartisan—high-frequency filers span both parties and both chambers.

Active does not mean best
Trade count is not performance. A member can file thousands of transactions and still lag matched S&P 500 returns on disclosed buys.

What we count
- Disclosed equity buys and sells from House PTR and Senate reports (plus applicable OGE filings).
- Each line item in a filing that maps to a stock ticker.
What we exclude
- Bonds, treasury placeholders, and non-equity assets.
- Trades that never appear in a public filing (including chronically late ones—see late disclosures).
